In April 2009, Midwest Energy filed an application for a $1.86 million rate increase. An agreement was reached between all parties on July 13th in which Midwest Energy would be allowed to increase rates by $1.4 million. If approved by the Commission, the rate increase would go into effect August 1st and result in an average increase of 1.34 percent on a customer's monthly bills.

This abbreviated rate case was filed in accordance with an agreement reached by the parties in the prior rate case. In August 2008, the Commission agreed to allow Midwest Energy's customers to defer payment for storm-related costs and for the second phase of the Goodman Energy Center construction until costs were known with certainty. At that time, the parties asked for expedited treatment of this abbreviated rate case with a goal of implementing any revenue increases within 60 days of filing.
